The plan includes tax credit for investments in capital goods, research and development, innovation and design and training 4.0

The Transition Plan 4.0 collects industrial policy measures attentive to the’innovation, garlic green investments and the activities of design.

The principal actions, (ri)defined with the Budget Law 2020, aim to incentivize and support businesses through the tax credit for investment in capital goods, in research and development, in innovation and design and in training 4.0.

As summarized in the presentation (download), the Plan aims to expand the number of beneficiary companies through multi-year planning (2020-2022) e single means of access (growing tax credit), with automatic measurements e zero limits on compensation which are possible starting from January of the year following the investment and a greater incentive for skills, circular economy, software and IT system.

In summary, measurements include:

  • extension of tax credit for R&S (al 12%) a green projects and digital transformation (al 10%) and to investments in innovation and design (al 6%) in three years, replacing the incremental calculation method with the volumetric method and enhancing skills through a greater weighting of personnel expenses compared to those for machinery;
  • conversion into tax credit of the various forms of super and hyper-depreciation:
    • super-depreciation of tangible assets transformed into a CdI of 6% in 5 years,
    • hyper-depreciation of tangible assets connected to Industry 4.0 – Annex A transformed into a CdI until 40% in 5 years,
    • super-depreciation of intangible assets connected to Industry 4.0 – Annex B transformed into a CdI until 15% in 3 years, without the constraint of the purchase of the goods included in Annex A
  • changes to the tax credit for Training 4.0 with extension of the credit for the 2020, simplification of access to the measure and inclusion of ITS among the entities authorized to provide training
